boil vermicelli
blanche napa cabbage (could add oil and salt, not necessary) 1-2 min for center 3-5 min for outside leaves
place vermecelli at bottom, and napa cabbage on top (could split into halves)
pour sauce on top of napa cabbage (could heat up the sauce, might taste better; if so, add vinegar after heating)
place minced garlic and chopped chili on top, pour oil over them
mix and serve
